I don't know if that's the actual reason, and it's very hard to tell from the videos. But I heard it from a fairly reliable source, so that's what I 'm going for as well.

He got DQ'ed because he stepped out of his lane at the start. Sulkin supposedly had an aggresive start that caused Manfrin to step outside his lane.

Yeah, he's not your typical runner.  Everyone's alarmed to see that this guy who's been putting down these times is a scraggily-haired kid with awkward posture, tube socks, and beat up shoes.  He's obviously really tough.

I enjoyed watching this video, but the announcer said several times that the runner would break the current record. After watching the video I don't know what the record was or what the winning time was. Obviously the time was fast, 3rd lap at 3:04, but . . .
