girls got into the final that did not make it because they fell in semis and protested and got in that way

Can someone explain why 3 women who did not make it to the final in the semi's, ran in the final. I know that there was a problem with the mens semi race, thus they added more men in the finals. So did they have to add more women too? And if yes, why were the women who were next in line to make the finals not picked? Thanks.

Add a girl.. If you did 1500m training you would easily run under 4:00. I still love the 800 where you took the last turn laughing running 2:08 at home
