The U.S. Senate has passed the Protect College Sports Act, 77-22, which could have impacts on collegiate track and field moving forward.

US Senate Passes Protect College Sports Act, Potential Impacts To Collegiate Track and Field

On Monday, September 28 - the United States Senate passed the Protect College Sports Act by a vote of 77-22, advancing legislation that would reshape Name, Image and Likeness (NIL) deals, impact revenue sharing, transfers and further protections for Olympic sports.

The bipartisan bill will now head to the House of Representative. If passed, President Trump could sign the bill into law.

At its core, the Protect College Sports Act could provide legal protections to collegiate governing bodies like the NCAA while also addressing a range of topics impacting collegiate athletics. 

What Are The Potential Impacts To NCAA Track and Field?

In terms of the track and field space, one of the most impactful facets of the bill would be limitations to eligibility. The bill would limit athletes to a five year window which would begin the year the athlete turns 19 or the year the athlete finishes high school. 

That limitation would align with the rule adopted by the NCAA earlier this summer - further adding legal protection to the NCAA.

The bill would also restore a previous NCAA rule in regard to transfers. The bill would allow athletes to transfer once without missing a season. After an initial transfer, athletes would have to sit-out a year with subsequent moves.

Further - the Protect College Sports Act will create a provision which requires schools to maintain roster spots and scholarships for Olympic Sports including Track and Field for the next nine years. The provision is intended to prevents collegiate programs from cutting non-revenue sports in favor of football programs.

These protections would also include protections that would prohibit loss of scholarship due to injury or poor performance.

Other Impacts of the Protect College Sports Act:

  • The Protect College Sports act could also provide schools and conferences with protections against collective bargaining. There are concerns that this would allow NCAA programs to break antitrust laws.
  • Could create more opportunities to distribute media rights for women's and Olympic sports.
  • Expand revenue-sharing opportunities for athletes, including funding for women's and Olympic sports.
